This report analyses the progress 23 countries – including Switzerland – have made to end the secrecy that allows the corrupt to hide their identity and shift money across international borders. Just over two years since the Panama Papers revealed widespread use of anonymous shell companies to facilitate corruption and financial crime, governments are still moving too slowly to ensure that their citizens and law enforcement authorities can find out who really owns companies operating within their borders.
